"And what exactly gave you the authority to decide all this without talking to me?"

"You're always saying your children should show more leadership, that's what I did. I just saved you the trouble since I knew you'd be dealing with Lydia and Joy Anna."

"Step outside and wait with the guards," I said to the boy, and waited until he'd left. "You took the boy who was out of his district and beating the shit out of my daughter, your sister, in the pits, and hired him to be her bodyguard? What exactly did you offer his sister? Word for word please."

"Exactly. He was beating the shit out of her, how many others can do that? Let's not forget she signed herself up for it, it's not like he attacked her. I offered her a room here, a bodyguard of his choosing and she gets to see her son regularly. If you want these people to respect you at all you'll need to show more compassion than the last President. I don't think punishing them for being outside of their districts, trying to earn a living is the right road to keep going down. Unless you prefer to find more dead soldiers and guards."

"So you think combining the districts would be a good idea? Cut down on crime and what not?"

"I think so, yes. Also, maybe the Districts will start working together better.

"I did put a lot of thought into that. I just wasn't sure if integrating the districts would do more harm than good."

"We could get other opinions, if you'd like. The Capitol had a council, you could call a meeting to discuss the next steps."

"That's a good idea. Do you know who is on the council?"

"Yes, Tyrion and I located a list. We can get into contact with them and plan a meeting soon if you'd like us to."

"Do so as quickly as possible. Things need to be brought under control around here, and quickly."

"Yes, Father. Is there anything else?"

"Not tonight. You should get some rest, we have a long day ahead of us."

"I'll see you at breakfast then. Goodnight." I said and left his office.

I finally made it home after the disaster of this evening and went to check on Joy, only to find her bed empty. I grabbed the arm of a passing nurse, making her stop. "Where is she? Was she moved to a different room?"

"Actually, Sir...she left on her own. The Doctor reported back with her test results and she was gone." I told him nervously.
-Nurse

"She left? Where did she go? You will tell me right now, then you will bring me the person responsible for letting her leave."

"We don't know, we tried to find her but she was nowhere to be found."
-Nurse

"Excuse me? That is unacceptable. Who was in charge when she disappeared out from under your noses?" I almost growled, trying hard to keep my temper down.

"All of us...I'm so sorry."
-Nurse

"You're sorry. Well that even more unacceptable. Your sorries did not keep her here. I want her found. Now. Am I understood. And have Micah brought to me immediately."

"Yes, Sir. Right away." I said and hurried off to find Micah.
-Nurse

When the Nurse knocked on my door she was nearly frantic but managed to tell me what had happened. I came out and told the guards to start searching the ground for Joy Anna. "Tell my siblings to meet in my Father's quarters." I said and quickly headed that way. I met him in the hall as he was coming from the Infirmary "The Nurse told me. Have you checked her room yet?"

"Not yet. I am on my way there now. And when I find that incompetent personal guard of hers I will flay him alive myself. He should have been with her the entire time. He should have contacted me immediately when she left. Her safety is his only priority."

"It's possible he's already looking for her himself since the evening was so busy but I understand your anger, I really do." I said as we kept walking to Joy's room. "What are you going to do with her, Father? She's becoming extremely rebellious."

"I don't know. I will have to figure something out though. Putting her in a fucking dungeon didn't help, I don't know what else to do."
